Support to the EU-facilitated dialogue between Pristina and Belgrade

EULEX provides technical support in implementing relevant agreements within the framework of the EU-facilitated dialogue between Pristina and Belgrade.

In line with the dialogue agreement on civil registry books, the Mission certified a total of 12,391 copies of original civil and religious registry books of birth, marriage and death, and handed them over to the Ministry of Internal Affairs and the Civil Registration Agency in March, 2013. Since then, EULEX has been providing assistance, through monitoring, mentoring and advising (MMA), in establishing a fully reliable civil registry in Kosovo.

As part of the IBM agreement, EULEX assisted Belgrade and Pristina in establishing six co-located interim crossing points, where both parties share common infrastructure at the same geographical location. The establishment of two new co-located interim crossing points, one in northern and one in southern Kosovo, is planned to be completed by 2016. Design and layout for the six permanent co-located crossing points were agreed by both parties and preparation for construction is under way. Through closer proximity and daily cooperation, control procedures have been significantly improved and, as a result, the flow of traffic through the crossing points has become much swifter. Easing of traffic controls is also implemented during holidays and throughout the summer period; this has notably shortened the queues of traffic and waiting times for passengers. In addition, through regular meetings at local, regional, and central level, the overall communication between Pristina and Belgrade has improved immeasurably, fostering ever increasing exchanges of information, including electronic data in the area of customs. Starting in December 2013, customs revenue has been collected at the two northern crossing points. These levies are transferred directly into a fund that supports the development of northern Kosovo.

The Mission has also been instrumental in the implementation the Freedom of Movement agreement, as well the agreed enhancement of security and protection of Kosovo’s religious and cultural sites by assisting in building the capacity and management capability of KP’s Religious and Cultural Heritage Unit. An assessment conducted by the Mission acknowledged their professionalism and effective performance. In the framework of the landmark First Agreement of principles governing the normalisation of relations between Belgrade and Pristina, the Mission has been instrumental in the integration of former Serbian police staff into Kosovo Police and provided the basic orientation training courses for the integrated officers. Since then, the Mission has worked with all stakeholders to build a capable Kosovo Police Regional Command North which is able to fight crime effectively and responds professionally to public order incidents. This includes the build-up of Quick Response Teams and joint trainings of these officers from the Mitrovica north and south regions.

Equally, the Mission supports relevant rule of law institutions in the integration of Serbian judiciary authorities into Kosovo structures. This includes the facilitation of the selection of judges, prosecutors and support staff to be integrated into the Kosovo system as well as support to the technical steps taken in this process. 

Similarly, EULEX facilitates the integration of Civil Protection staff operating in northern Kosovo into Kosovo structures by facilitating the selection of staff for various Kosovo institutions and supporting technical steps necessary for this integration process.
