EULEX Advances Managerial Skills in the Kosovo Correctional Service

From 24 to 30 March 2026, the Correctional Unit of the European Union Rule of Law Mission in Kosovo (EULEX) has delivered the first session of an intense three-week management training programme for middle and senior management of the Kosovo Correctional Service (KCS). This initiative is part of the third phase of EULEX’s Small-Scale Project, “Training of Experts and Management Training for Directors.”

The programme aimed to strengthen managerial capacities by equipping participants with leadership skills and best practices to foster a strong, human-rights-based correctional system in Kosovo. In particular, participants focused on international human rights rules and standards, like the Standard Minimum Rules for the Treatment of Prisoners (“Nelson Mandela Rules”), the United Nations Rules for the Treatment of Women Prisoners and Non-custodial Measures for Women Offenders (“Bangkok Rules”) and the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (“Beijing Rules”), as well as on internal accountability mechanisms.

During the previous phases of the Small-Scale Project, EULEX supported the development of a tailored curriculum practices and to be accredited in Kosovo and aligned with European standards and best, and trained KCS selected experts to deliver the programme themselves, thus ensuring a long-term impact, sustainable in-service training.
