EULEX promotes the use of non-custodial measures to contribute to restorative justice and reintegration of convicted persons

From the 8th April to the 16th May 2025, the Correctional Unit of the European Union Rule of Law Mission in Kosovo (EULEX) organized a series of four workshops within the framework of its small-scale project “Strengthening the co-operation among the justice chain to increase the use of alternative sentences, diversion measures and to improve the capacities of the Kosovo institutions to address rehabilitation and reintegration of criminal offenders”. 

The project saw the involvement of 25 participants from Kosovo rule of law institutions, including members of Kosovo Probation Service, judges, prosecutors, Kosovo Correctional Service, Inspectorate of the Ministry of Justice, Ombudsperson, and the Kosovo Police,  During the workshops, participants discussed alternative sentences and diversion measures, focusing on practical ways to increase the use of non-custodial measures as a more effective, humane, and cost-efficient response to crime, thus contributing to restorative justice and reintegration of convicted persons while respecting the rights and dignity of individuals.  

At the activity held on the 16th of May, EULEX Correctional Unit facilitated the presentation by the Kosovo Probation Service of two new tools aiming at strengthening inter-agency coordination and improve justice administration: the informative handbook “Introduction to Probation Work in Kosovo,” whose publication was supported by EULEX; and the establishment of on helpline within the Kosovo Probation Service. By providing real-time access to accurate information on probation procedures, enhancing communication, and facilitating timely decision-making, thus reducing delays and promoting consistency, the helpline is expected to improve efficiency, foster institutional accountability, and contribute to public safety.
