Joint Rule of Law Coordination Board meeting

The Joint Rule of Law Coordination Board meeting (JRCB) held its 23th regular meeting today at EULEX Headquarters in Prishtinë/Pristina. The meeting was co-chaired by Xavier de Marnhac, Head of EULEX, Hajredin Kuçi, Deputy Prime Minister of Kosovo and Minister of Justice, and Khaldoun Sinno, Acting Head of European Commission Liaison Office to Kosovo.

 

The participants discussed two important pieces of legislation: the draft criminal code and the law on the confiscation of assets derived from criminal activities. They agreed that confiscation is an effective tool to punish and deter criminals. An update on the Border Management System was given the Financial Intelligence Centre was also discussed.

The JRCB started strategic planning to define its priorities for the next 12 months after the publication of the progress report.

After the meeting EULEX Head of Mission de Marnhac said:

“While much attention is currently focused on the situation in the north of Kosovo, we must not forget that we have many other ongoing efforts to improve the rule of law throughout Kosovo. From establishing a modern criminal code to building a border management system to tackling corruption and enhancing international legal cooperation, Kosovo is undertaking a wide range of important reforms. These reforms will move Kosovo even closer towards European standards.”

Deputy Prime Minister and Minister of Justice Hajredin Kuçi said:

“We have managed to coordinate our activities between the Government of Kosovo, EULEX, EC Liaison Office, and therefore we have managed to yield special results in the area of justice, the rule of law, fight against organized crime and corruption, and have also accelerated fulfillment of tasks towards integration in the European Union.”

He added: “What I would especially like to stress is that the deployment of Kosovo customs and police officers at gates 1 and 31 was a necessary and decisive action to improve the rule of law and this could not have been achieved fully without EULEX and KFOR and, on behalf of the Government of Kosovo, I would like to thank them for this.”

Acting Head of EC Liaison Office, Khaldoun Sinno said:

"The Joint Rule of Law Coordination Board is a crucial strategic forum for the European Union and Kosovo authorities to coordinate our efforts in order to enhance the justice and rule of law systems. Today I was particularly pleased to announce the completion of the Border Management System which is an important tool to enhance fight against border crime. We should now look forward to the forthcoming Progress Report and establish the priorities for the coming year."
